Minister Elung Paul Che, the driving force behind development in KupeMuanenguba
By King Kirian Cyrus
There are men whose names echo through the corridors of power quietly, without noise, without spectacle, yet whose influence shapes the destiny of a nation.
Today, the Cameroon Hall of Impact turns its spotlight on one such man: Elung Paul Che, Minister, Deputy Secretary General at the Presidency of the Republic of Cameroon. His is a story not of accident, but of deliberate excellence. Not of luck, but of labour. Not of shortcuts, but of sacrifice. Sit with us as we walk through the remarkable journey of a son of Kupe-Muanenguba who rose to stand at the very heart of the Cameroonian State.
THE HUMBLE BEGINNINGS
Every mighty river begins as a modest stream. On October 10, 1968, in the quiet town of Tombel, Kupe-Muanenguba Division, a child was born who would one day carry the hopes of an entire community on his shoulders. Hailing from Baseng, nestled within the Bakossi highlands, a region long celebrated for producing educated elites, young Elung Paul Che was shaped early by an environment that prized discipline, learning, and quiet resilience.
There was nothing flamboyant about his beginnings. Like countless Cameroonian children of his generation, he walked the path of primary and secondary education with a fire burning within him, one that whispered of greater things to come. He did not yet know the corridors of the Presidency awaited him. He only knew the value of the book, and he clung to it.
THE CLIMB THROUGH DISCIPLINE AND EXCELLENCE
Struggle refines character. It was through the rigorous gates of the National School of Administration and Magistracy, ENAM, in Yaoundé, that Elung Paul Che’s destiny began to take true shape.
In 1994, he emerged from this elite institution as an Inspector of the Treasury, a title reserved for the finest minds in Cameroon’s financial and administrative architecture. This was no small feat. ENAM does not simply graduate students; it forges nation builders. And Elung Paul Che was forged in that fire.
But he did not stop there. Hungry for more, determined to sharpen his mind on the global stage, he crossed oceans to Harvard University’s Kennedy School of Government, earning a Master’s degree in Administration and Public Policy, with deep specialization in Finance and Development Policy. Imagine the weight of that moment: a son of Tombel, walking the same halls as future world leaders, carrying Cameroon’s name with quiet pride. This was not privilege. This was purpose meeting preparation.
THE RISE THROUGH SERVICE
Every appointment in Elung Paul Che’s career reads like a chapter of growing responsibility, growing trust, growing weight upon his shoulders. He began within the Ministry of Finance, rising steadily through the ranks as Inspector of the Treasury. In time, he was entrusted with the leadership of the Cameroon Treasury itself, a position of enormous fiscal significance.
Then came his appointment as General Manager of the Hydrocarbons Prices Stabilization Fund, CSPH, around 2013, where he stood at the delicate intersection of national fuel pricing and economic stability, a role touching the daily lives of millions of Cameroonians who may never know his name, yet felt the steadiness of his hand.
In October 2015, he ascended further still, becoming Minister Delegate to the Minister of Finance, shouldering significant national financial policy responsibilities.
And then, on March 2, 2018, came the pinnacle appointment: Minister, Deputy Secretary General at the Presidency of the Republic, placing him at the very nerve center of executive power under President Paul Biya. He has held this position with unwavering stability ever since, a rare feat in the shifting sands of political life.
THE MAN BEHIND THE TITLE
Beyond the titles, beyond the appointments, there remains a man who never forgot where he came from. Elung Paul Che is celebrated as a loyal and mobilizing force within the Cameroon People’s Democratic Movement, CPDM, frequently returning to Tombel, Bangem, and the wider Kupe-Muanenguba Division, not as a distant dignitary, but as a son coming home. He has championed unity, advocated for infrastructure and road development, and stood as a bridge between the corridors of Yaoundé and the hopes of his people in the Southwest.
Those who have witnessed his homecomings speak of warmth, of a man who listens as much as he leads, who understands that true power is measured not by how far one rises, but by how firmly one remains rooted. He is, in every sense, a homeboy who never let the height of his office overshadow the humility of his origin.
THE PEACE Crusader
Kupemuanenguba division today stands out as one of the rare communities enjoying relative peace amidst growing tensions in the ongoing Anglophone crisis.
Thanks to the intense peace mission of the community/ traditional rulers coordinated by Minister Elung PAUL Che, the people of Kupemuanenguba are today going about their daily activities hitch free.
Unlike other communities in the Northwest and Southwest, Kupemuanenguba people have opted for total peace.
THE LEGACY IN THE MAKING
Today, as he continues his active service in the 2025 to 2026 season of national engagement, Elung Paul Che stands as a living testimony that Cameroon’s Southwest Region continues to produce minds of excellence, discipline, and unwavering national service. His journey from the modest streets of Tombel to the elite halls of ENAM, to the prestigious classrooms of Harvard, and finally to the beating heart of the Presidency, is a masterclass in what focused ambition, grounded humility, and consistent excellence can achieve.
He teaches us, without ever standing on a platform to preach it, that greatness is not inherited, it is built, brick by brick, examination by examination, appointment by appointment, decision by decision. For every young Cameroonian dreaming beyond the borders of their village, wondering if the corridors of national power are reserved only for the privileged few, Elung Paul Che’s story whispers a resounding no. It says: prepare yourself, discipline yourself, and the doors will open.
A TRIBUTE FROM THE HALL
The Cameroon Hall of Impact proudly inducts Elung Paul Che, technocrat, administrator, statesman, and son of Kupe-Muanenguba, into its sacred registry of honour. May his story continue to inspire generations yet unborn, and may his service to the nation remain a beacon for all who dare to dream
