The National Assembly of Cameroon has announced a new measure aimed at streamlining its payroll system, requiring staff to present proof of effective attendance before receiving their salaries.
In a service note dated April 21, 2026, the institution stated that the reform is intended to improve the efficiency and transparency of salary processing within the Assembly.
According to the document signed by the Secretary General, Evian André Noël, all personnel will now be required to submit a valid “Certificate of Effective Presence.” The document must be issued by the heads of their respective departments as a prerequisite for salary payment.
The directive emphasizes strict compliance, signaling a move to reinforce accountability and ensure that only staff who are actively present at work benefit from the payroll system.
Circulating information suggests that the move may also be linked to longstanding allegations that some individuals have been receiving salaries despite not being officially employed or actively working within the institution. While these claims have not been formally confirmed by authorities, the new requirement is widely seen as an effort to curb such irregularities.
The measure is part of broader administrative efforts within the Assembly to enhance governance, reduce payroll fraud, and improve the functioning of the house.
