After Loyal Generals, Paul Biya appoints SDO’s, DOS Ahead of October Elections

By  President Paul Biya has launched a sweeping reshuffle in both the Military and territorial Administrative Officers two months ahead of the October 12,2025 Presidential elections.  The overhaul, affecting nearly every branch of the armed forces and some divisions and sub-divisions, is seen by political observers as strategic placement of his loyalist in readiness for the elections that promise to be very challenging.

A presidential decree appointing Senior Divisional Officers (SDO) and Divisional Officers (DO) was made public this July 22th 2025.

 

Before the appointment of Administrative officers, an earlier decree appointed generals and other senior military officers.

 These include new chiefs for the infantry, air force, and navy, alongside the promotion of eight brigadier generals to major generals. These moves are seen as an attempt to consolidate loyalty to Biya ahead of the October 12 election.

 One of the promotions was that of the commander of the elite Rapid Intervention Battalion, a cornerstone of Biya’s security apparatus. The decrees, released amid growing public unease over Biya’s age and ability to govern, are widely viewed as a strategy to suppress those who oppose his continued rule.

 

 

 

 

Some of those appointed in territorial administration include, Idabato D. O Ewane Roland sent to Ngoumou in the Centre region months after his release from captivity.

Nicholas Nkongho Manchang, former Bamenda II DO who was recently victim of an attack in Limbe has been transferred to Baham Subdivision, West region.

Nicholas Nkongho has been swapped with Ibrahima Moussa Ballo, who takes his place in Bamenda II.

 Mohamdou Nyasso still of Donga Mantung appointed D.O of Mengang  in Nyong and Mfoumou Division, Sone Clement Ngoe appointed SDO Mayo-Tsanaga, Nguia Beina Theophile , SDO for KupeMounenguba, etc.

 Here are some names of children of the regime’s barons who have been appointed.

 

TAM LIKENG RICHARD MARCEL, Civil Administrator, Prefect of the Mayo-LOUTI Department, son of Limbom LIKENG, Minister of Posts and Telecommunications.

ETO FAMÉ JUSTIN Hector Daniel, Civil Administrator, formerly Deputy Prefect of the Edea 1st District, Son of Fame NDONGO, Minister of Higher Education

 

SADI GILLES CHRISTIAN, Civil Administrator, Prefect of the NYONG and So’o Department, Son of René SADI, Minister of Communication

BOMBA NKOLO OFILE, Civil Administrator, Assistant SDO of the Monatele District, daughter of Cecile Bomba NKOLO, former Minister for the Advancement of Women and the Family
